Purpose
-------
The execution-order view is **retired as an output** ([OP-2]; DESIGN §7 — it was
fully derivable from phase order + priority, no unique data). The ``file_kind``
``roadmap_exec_order`` is kept in the schema CHECK as ``active=0`` only (the L-a
superset rebuild); no active renderer export path emits it (AC §8.24). This
module remains as an explicit retirement marker so a stale caller fails loudly
rather than silently re-emitting the legacy file.
