Purpose
-------
Plan 272 P4. This module's code now lives in the standalone
``oc_orchestrator`` package; this file keeps ``oc_chat.core.hub_file``
working for every importer that has always spelled it that way —
``tests/unit/test_259_dispatch_hooks.py`` and
``tests/unit/test_272_hub_bus_carrier.py`` among them.
 
It is a REBINDING, not a wrapper, for the reason ``core/hub.py`` gives:
one object reachable by two names is what keeps ``isinstance``,
``monkeypatch`` and every private name honest across the seam.
