Detailed Description

Storage backend contract for the orchestration registry.

Purpose
-------
Define the minimum backend interface and construction-time capability
check required by the M11 registry storage layer.

Responsibilities
----------------
- Define :class:`StorageBackend`.
- Define :class:`BackendCapabilityError`.
- Define :class:`OperationLogRow` and :class:`LockHandle` return types.
- Check that backend integrity reporting follows the OI-326 shape.

    L2 - lifecycle events

Contracts
---------
- Backends that cannot satisfy the minimum capability contract raise at
  construction time.
