Purpose
-------
Expose precise exception types for the M11 registry mutating seam and
lock primitives.

Responsibilities
----------------
- Define typed pre-commit validation failures.
- Define lock contention and ownership failures with useful attributes.
- Keep error classes independent from SQLite implementation details.
