Detailed Description

The deterministic source -> store rebuild pipeline (Plan 142 P1.4 — the spine).

Purpose
-------
Assemble the P1.1 models + P1.3 scanner/canonical/hashing into the 7-step
``regenerate`` pipeline (Registry Source & Storage Spec V0.22 §5.3/§5.3.1/§10):
scan -> parse/load -> local schema -> canonicalisation-check -> source_hash ->
cross-record -> temp-DB build + derive-verify + verification-stamp publish-gate +
WAL-safe atomic swap.

Responsibilities
----------------
- Home for the build / cross-record / derive-verify / verified-projection /
  envelope / pipeline modules + the promoted-item load model.
- Run the P1.3 contracts bootstrap so ``option_c_registry_contracts`` imports.

Contracts
---------
- Importing any submodule first runs the P1.3 contracts bootstrap.
