Detailed Description

Purpose
-------
FS-539 / FS-501 (stub) - ``oct audit`` subpackage.

The full audit suite (schema drift, scaffold age, doc/version mismatch,
MCP readiness) lands in Phase 6. This stub exposes only the
``oc_status.json`` readout that ``CLAUDE.md``'s compliance probe and CI
scripts consume.

Responsibilities
----------------
- Expose ``audit_group`` for :mod:`oct.cli` registration.
- Defer importing :mod:`oct.audit.oct_audit` until the attribute is
  actually touched.

Diagnostics
-----------
Domain: AUDIT
Levels:
    L2 - (none) the lazy re-export resolves before diagnostics start
    L3 - (none) the audit command reports in its own module
    L4 - (none)

Contracts
---------
- The package holds no business logic; the command lives in
  :mod:`oct.audit.oct_audit`.
- ``__getattr__`` raises ``AttributeError`` for every name but
  ``audit_group``, so a typo never silently resolves.

Dependencies
------------
- oct.core.diagnostics (_dbg structured logger, imported but not called)
- oct.audit.oct_audit (lazy; the audit command, re-exported as audit_group)
