Detailed Description

Purpose
-------
Expose the stdlib-only mutation engine used by ``oct mutate``.

Responsibilities
----------------
- Export the enumeration records and functions that define a mutant's identity.
- Keep the runner, report, and Click adapters out of package-root imports.
