Purpose
-------
The ``oct test`` v1.0 SEED (Plan 189, spec-10 slice 2): the §9
workspace/package discovery + selection layer as a pure library. The
frozen v0.x ``oct test`` CLI is untouched (ADR-T-14); the v1.0 CLI
cutover will consume this package. The oc_chat stand-in
(``oc_chat/oc_chat/testing/``) stays independent until the §20.4
retirement - the two trees share naming, never imports.
Responsibilities
----------------
- Re-export the public surface: the §12.4 error taxonomy as data
(``errors``), the §9 manifest test view (``manifest``), and the §9
precedence + ADR-T-12 walk (``discovery``).
- No CLI, no entry point, no ``sys.exit`` anywhere in the package -
exits are data the future CLI slice maps at its boundary.

Contracts
---------
- ``oct.core.workspace`` is a read-only dependency; this package
layers on top of the v0.25 loader without modifying it.

``__all__`` here is the consumable API.
