Purpose

Expose the public roadmap registry package surface.

Responsibilities
----------------
- Re-export parser record types and parse helpers.
- Re-export roadmap mutating operation helpers.
- Keep package import side effects limited to diagnostics module-load logging.

Contracts

- This module performs no filesystem or database writes.
- SQL ownership remains inside the SQLite backend.
