Detailed Description

The roadmap reconciliation check (Plan 205).

Purpose
-------
Answer the question ``render --check`` structurally cannot: do the roadmap
source records still agree with what actually landed?

Responsibilities
----------------
- Re-export the check's public surface: the inputs, the three classes, the
engine, the report types, and the plan-link writer.

Diagnostics
-----------
Domain: OC_CHAT.MAIN
Levels:
    L2 - package lifecycle
    L3 - export resolution
    L4 - submodule import tracing

Contracts
---------
- This package answers a DIFFERENT question from ``roadmap render --check``.
Drift compares the rendered views against the source records — two artifacts
generated seconds apart — and is an internal-consistency check that cannot
observe that the source records disagree with reality. Never present the two
results as one signal, and never let a green drift line stand in for this one.
- The check itself is read-only; only ``write_plan_links`` mutates a store, and
  only when explicitly asked.

Dependencies
------------
- oc_diagnostics (structured debug logging via _dbg)
- oc_chat.registry.roadmap.reconcile.engine (the run + the writer)
- oc_chat.registry.roadmap.reconcile.checks (the three check classes, re-exported)
- oc_chat.registry.roadmap.reconcile.history (the git history reader and its records, re-exported)
- oc_chat.registry.roadmap.reconcile.inputs (the source index and plan record loaders, re-exported)
- oc_chat.registry.roadmap.reconcile.model (the finding, link and report types, re-exported)
